Address Quality - MOVE UPDATE

Federal Register Notice published in April, 2007
Extends the Move Update Requirement to Standard Mail
Currently only for First Class and will require updating names every 95 days for FCM & STD are currently 180 days

USPS will give 18 months advance notice to implement after they announce the official rules change.

 

Why the Move Update Requirement?

America is on the move & growing…
Currently there are 145 million total addresses and each year, 1.8 million new addresses are added when each year, 41 million Americans move

UAA MAIL COSTS THE USPS BILLIONS. Last year 9.724 Billions of mailpieces were UAA at a cost of $1.856 Billion

Parcel Rates – New Category –
Requires a 5-Digit UCC/EAN Code 128 Barcode or Postnet Barcode
If no barcode applied, there is a $ .05 surcharge. A surcharge also applies to parcels less than 2 oz & irregularly shaped parcels, such as tubes or rolls unless prepared in 5-digit scheme or 5-digit containers.
Automated Carrier Route rate eliminated for letters & cards
 

 

Flat size pieces that are rigid, or are not ‘uniform in thickness’ or exceed any of the dimensions of a flat will pay the Parcel Rate

Letter size pieces above 3.5 oz rr that exceed one or more of the dimensions of a letter will pay the Flat Rate (as long as they don’t exceed the flat dimensions)

Nonmachinable Surcharge for letters is $ .17. The USPS’ additional costs are included in the 1 oz flat-size postage rate.

Residual Shape Surcharge eliminated
Pieces not meeting the definition of a letter or a flat are subject to parcel prices.

Non-machinable surcharge for letters replaced by non-machinable letter rate up to 3.3 oz

New DDU Discount for Non-automation NFM pieces and parcels, DDU Entry Discount eliminated for ECR Letters.

Per piece entry discount is better BMC $33/M  SCF $42/M

 

Standard  - Enhanced Carrier Route

DDU Discount eliminated for Letters –
No more letters Drop Shipped or entered at the DDU
Exception – ‘simplified’ max. of 2,500 pieces of DDU per day
Can NOT pay ECR flat size rates and claim the DDU discount for automation compatible letters

Maximum size of ECR Flats – same as other flats 12”x15”x3/4”

No NFM category in Carrier Route. Pieces that are not letter or flat will pay ECR Parcel rates

Saturation Flats addressed with Detached Address Labels will pay a $ .015 surcharge on the DAL

Automation Carrier Route letter rate eliminated

ECRLOT letters MUST be automation compatible New questions to ask for tray tags & prep
  - ECR letters up to 3 oz that are barcoded AND automation-compatible sorted in full trays according to new preparation standards 245.6.7
  - ECR letters that are NOT Barcoded or NOT AUTOMATION COMPATIBLE or that are over 3 ounces as currently do under 245.6.6 and Pay Flat rates if over 3.3 oz.

ECRWSS & ECRWSH are required to be automation compatible & barcoded
Bundles of pieces (245.6.6) (Non-automation)
Fuller trays with un-bundles barcoded pieces (245.6.7)

 

Standard  Mail - NFM Preperation

2 different sets of preparation requirements based on weight:

Under 6 ounces - $ .05 surcharge if the piece does not have a UCC/EAN 128 barcode

Over 6 ounces – $ .05 surcharge if the piece does not have a UCC/EAN 128 barcode, unless prepared in 5-digit/scheme containers
 

Standard  Parcels

There are separate prices for parcels with different preparation guidelines for machinable & irregular parcels.
Parcels over 6 oz that do not have a UCC/EAN 128 barcode will be charged a $ .05 surcharge unless placed in 5-digit/scheme containers.

The PRC recommended lower rates for BPM and Media Mail
BPM single piece +7.1% to +10.4%
Presort +13.5% to +20.1% per piece
Per Pound rates +20.1% to 28.4% per pound
Destination Entry has lower rates
