counting down to the magic date
of August 20, 2008.
Why is the
date special? It is because of
the new Move Update standards
that take effect on November 23,
2008.
Okay, but this
is August – hot, humid weather,
not November and a possibility
of snow!
August 20th is
significant because on November
23, 2008 ALL mail qualifying for
a discount must have their list
updated no earlier than August
20th. What only applied to
First-Class mail will now apply
to all Standard mail (letters,
flats, Non-Flat Machinables and
parcels). Standard Mail is a
discounted rate whether
automated or not.
The Move
Update window is also being
reduced from 185 days (2 xs per
year) to every 95 days (4 xs per
year). The Move Update change
is to work in conjunction with
Delivery Point Validation (DPV),
so the Postal Service delivers
the mail to the correct person,
at their current correct
deliverable address.
The USPS
approved methods for Move Update
are:

NCOALink
processing (18 month or 48
month)
-
FASTforward MLOCR processing
for letter mail (Presort
Bureaus)
-
Address
Change Service (ACS) with
the ACS participant code and
correct ancillary
endorsement ‘Change Service
Required’.
-
OneCode
ACS used with an Intelligent
Mail barcode (IMB)
-
Any
on-piece ancillary service
endorsement except
“Forwarding Service
Requested”
If you run
your list through one of the
above approved methods, you can
use the list for any class of
mail during the following 95
days. If you add names to your
list or database, they can mail
without Move Update until 95
days after the last Move Update
process. Also, if you use an
alternative address format which
lists the consumer name followed
by “Or Current Resident” you do
not need to clean up the list
for Move Update. However, you
cannot use an ancillary service
or extra service on mail pieces
that have alternative address
formats. And you will be
required to perform Delivery
Point Verification to make sure
the address is a deliverable
one.
The final rule
was released on September 28,
2007, yet many people will be
caught by surprise.
August 20th is
just weeks away. After that
date, you will need to perform
Move Update for any mail
presented on or after November
23, 2008.
